I WANT TO TAKE A MOMENT TO CONGRATULATE ALL 54 OF OUR SCHOOL BASED TEACHERS OF THE YEAR, INCLUDING MRS. MELISSA IVEY, READING INTERVENTIONS TEACHER AT LOCUST GROVE MIDDLE, WHO WAS NAMED THE MIDDLE SCHOOL FINALIST. MRS. TIFFANY SMITH, SPECIAL EDUCATION TEACHER AT UNION GROVE HIGH WHO WAS NAMED THE HIGH SCHOOL FINALIST. AND OF COURSE, MRS. JENNY MORGAN, A FOURTH AND FIFTH GRADE MATH AND SCIENCE TEACHER AT ROCKY CREEK ELEMENTARY WHO WAS NAMED THE DISTRICT'S TEACHER OF THE YEAR AND WILL GO ON TO REPRESENT HCS AND COMPETE FOR THE GEORGIA TEACHER OF THE YEAR. LET'S TAKE A LOOK AT A QUICK RECAP OF THE FESTIVITIES.TONIGHT. WE HONOR THESE INDIVIDUALS, BUT WE ALSO HONOR THE ENTIRE TEACHING PROFESSION. THE MOST NOBLE AND HONORABLE PROFESSION THERE IS. TEACHERS OF THE YEAR. OCTOBER IS NATIONAL PRINCIPAL'S APPRECIATION MONTH WHEN WE RECOGNIZE THE VITAL LEADERSHIP OF OUR PRINCIPALS, ONE OF THE HIGHEST LEVERAGE LEADERS IN OUR ORGANIZATION. IF ANY OF OUR PRINCIPALS ARE IN THE AUDIENCE TODAY, WOULD YOU PLEASE STAND TO BE RECOGNIZED? THANK YOU, PRINCIPALS, FOR YOUR DAILY COMMITMENT TO OUR STUDENTS AND STAFF, AND THE KEY ROLE YOU PLAY AS LEADERS OF OUR SCHOOLS AND OUR COMMUNITIES. OCTOBER IS BREAST CANCER AWARENESS MONTH. TODAY WE WEAR PINK TO RAISE AWARENESS, HONOR THE MILLIONS OF LIVES AFFECTED BY BREAST CANCER, AND SUPPORT THE GLOBAL COMMITMENT TO EQUITABLE ACCESS TO CARE AND IMPROVED SURVIVAL FOR ALL. OCTOBER 2ND WAS NATIONAL CUSTODIAN DAY, WHERE WE SALUTE THOSE WHO WORKED TIRELESSLY THROUGH OUR PARTNERSHIP TO KEEP OUR SCHOOLS AND DISTRICT FACILITIES CLEAN AND WELCOMING. OCTOBER 6TH WAS NATIONAL COACH APPRECIATION DAY, WHERE WE HONOR THE ATHLETIC LEADERS ACROSS OUR DISTRICT WHOSE DEDICATION OFFERS OUR STUDENTS WELL-ROUNDED EDUCATIONAL EXPERIENCES AND THE POTENTIAL TO UNLOCK OPPORTUNITIES IN COLLEGE AND BEYOND. ALSO LAST WEEK ON OCTOBER 10TH, WE WORE GREEN TO CELEBRATE WORLD MENTAL HEALTH DAY. THIS OBSERVANCE IS A POWERFUL REMINDER OF OUR CARE TEAMS, LED BY OUR MENTAL HEALTH AND WELLNESS FACILITATORS, WHICH ARE EMBEDDED IN THE DAILY WORK OF EACH SCHOOL TO ENSURE STUDENTS FEEL THEY BELONG AND ARE SUPPORTED BY TRUSTED AND CARING ADULTS. IN CLOSING, I WOULD LIKE TO CONGRATULATE OUR AWARD WINNING HENRY COUNTY BOARD OF EDUCATION, WHO JUST LAST WEEK WAS NAMED AN EXEMPLARY BOARD FOR 2025 BY THE GEORGIA SCHOOL BOARDS ASSOCIATION. THIS IS THE HIGHEST LEVEL OF ACHIEVEMENT IN GSBS RECOGNITION PROGRAM, SIGNIFYING A COMMITMENT TO EFFECTIVE GOVERNANCE, CONTINUOUS IMPROVEMENT, TRANSPARENCY AND COLLABORATION WHICH CONTRIBUTE TO THE FOSTERING STRONG SCHOOLS AND MAXIMIZING OPPORTUNITIES FOR EVERY STUDENT. AND GOOD EVENING TO EVERYONE. FROM SEPTEMBER 7TH TO THE NINTH, I HAD THE PRIVILEGE AND OPPORTUNITY TO ATTEND THE COSMO FEDERAL ADVOCACY GROUP CONFERENCE IN WASHINGTON, DC. I MET WITH OTHER BOARD MEMBERS FROM THE STATE OF GEORGIA, AND I HAD THE PLEASURE OF MEETING WITH CONGRESSMAN DAVID SCOTT, CONGRESSMAN BRIAN JACK, AND SENATOR RAPHAEL WARNOCK, AND A COUPLE OF THE KEY TAKEAWAYS FROM MEETING WITH CONGRESSMAN SCOTT WAS HIS SUPPORT AND FULLY FUNDING THE IDA ACT. AND WHAT I DID NOT KNOW UNTIL WE HAD THIS MEETING WAS THAT THERE'S A FEDERAL MANDATE WITHIN THE IDA ACT THAT STATES THAT THE FEDERAL GOVERNMENT WOULD COVER, SHOULD COVER 40% OF THE COST FOR SPECIAL EDUCATION. BUT WHAT I FOUND OUT, MADAM CHAIR, IS THAT NATIONALLY, THAT FUNDING LEVEL IS ACTUALLY AT 13%, WHICH CREATES A GAP NOT ONLY FOR GEORGIA BUT FOR OTHER STATES ACROSS THE NATION, AND THAT GEORGIA RECEIVES APPROXIMATELY $440 MILLION ANNUALLY IN IDA FUNDING. BUT IT STILL FALLS SHORT OF THE FUNDS THAT ARE NEEDED TO TAKE CARE OF THOSE STUDENTS THAT NEED THOSE TYPE OF SERVICES. IN MEETING WITH CONGRESSMAN BRIAN JACK, HE STATED AND REALLY FOCUSED ABOUT THE IMPACT OF THE FEDERAL BUDGET CUTS THAT ARE POTENTIALLY ARE BEING DISCUSSED, ESPECIALLY WHEN IT COMES DOWN TO TITLE ONE FUNDING ACROSS THE ENTIRE STATE OF GEORGIA. AND AS WE KNOW, WE DON'T HAVE MANY RURAL, UNDERSERVED AREAS HERE IN HENRY COUNTY. BUT IN HIS DISTRICT, HE REALLY DID LOOK AND TALK ABOUT THAT AND EVEN EXPRESSED INTEREST IN TOURING SOME OF THE SCHOOLS IN HIS DISTRICT THAT WE HAVE HERE, WHICH WOULD BE THE MOUNT CARMEL, HAMPTON AREA. THOSE ARE THE SCHOOLS THAT ACTUALLY FALL WITHIN HIS DISTRICT JUST TO GET A TOUR, TO SEE THE IMPACT AND TO GET TO A TOUR AND MEET WITH EDUCATORS AND STUDENTS TO SEE WHAT IMPACTS MIGHT BE WITHIN HIS DISTRICT. AND THEN FINALLY MEETING WITH SENATOR RAPHAEL WARNOCK. HE ALSO EXPRESSED CONCERNS ABOUT THE REDUCTION OF TITLE ONE IN IDA FUNDING FROM THE FEDERAL LEVEL, DOWN TO THE STATE LEVEL, AND HOW THE IMPACT MIGHT BE ON STUDENTS ACROSS THE STATE OF GEORGIA. THIS IS MY SECOND OR THIRD TIME GOING TO WASHINGTON, D.C. MEETING WITH OUR CONGRESSIONAL MEMBERS. I COUNTED A PRIVILEGE AND OPPORTUNITY TO HEAR FROM THEM ABOUT THEIR STANCE ON PUBLIC EDUCATION. WHAT I WILL SAY IS THAT CONTINUE TO NOT ONLY AS TEACHERS, BUT AS BOARD MEMBERS, CONTINUE TO ADVOCATE, CONTINUE TO RAISE YOUR VOICES. BELIEVE ME, SOMEONE IS LISTENING. BUT ONE THING I LEARNED IS THAT THERE WAS ALWAYS IT'S HARD TO MAKE THE RIGHT DECISIONS AT TIMES. THERE'S ALWAYS A BALANCE THAT YOU HAVE TO MAKE. SO I ENJOYED IT. THE FULL REPORT HAS ALREADY BEEN PREPARED FOR YOU, BUT TODAY I WILL SHARE HIGHLIGHTS OF THE IMPORTANT WORK THAT OUR TEAM ACCOMPLISHED DURING THE FIRST QUARTER OF THE FINAL YEAR OF THIS BOARD'S FIVE YEAR COMMUNITY INSPIRED STRATEGIC PLAN, WITH SPECIFIC ACCOMPLISHMENTS IDENTIFIED FOR EACH OF THE FIVE STRATEGIC ACTIONS. THIS BOARD OF EDUCATION HAS ESTABLISHED A CLEAR VISION AND MISSION THAT PRIORITIZES A HIGH QUALITY, WORLD CLASS EDUCATION WITH EXCEPTIONAL OPPORTUNITIES AND ACCESS FOR EVERY STUDENT. THE COMMUNITY INSPIRED STRATEGIC PLAN BROUGHT TO LIFE BY THIS BOARD, SERVES AS A COMPASS FOR CONTINUING TO ACCELERATE LEARNING EXPERIENCES FOR ALL STUDENTS, TO BUILD EFFECTIVE SCHOOL LEADERS AND TEACHERS TO ENSURE COMMUNITY AND STAKEHOLDER ENGAGEMENT, TO ADVANCE STUDENT AND EMPLOYEE WELLNESS, AND TO DEVELOP A HIGH PERFORMING OPERATIONAL CULTURE, ALL WITH A CLEAR FOCUS ON PREPARING EVERY STUDENT FOR SUCCESS FROM BIRTH TO THE TURN OF THEIR TASSEL. THIS BOARD HAS IDENTIFIED PRIORITY STUDENT OUTCOMES, OR SSOS, TO FOCUS ON READINESS TO LEARN AND ACCESS TO LEARNING, LITERACY PROFICIENCY AND COLLEGE, CAREER AND LIFE READINESS AS WE ENHANCE OUR PERFORMANCE CULTURE AND THE IMPLEMENTATION OF CLEAR, MEASURABLE GOALS THAT ALIGN WITH ADVANCING OPPORTUNITIES, ACCESS, AND OUTCOMES FOR ALL STUDENTS, WE CONTINUE OUR COMMITMENT TO PROVIDING A HIGH QUALITY, WORLD CLASS EDUCATION THAT PREPARES STUDENTS FOR SUCCESS. AS WE CONTINUE TO IMPLEMENT IDENTIFIED PRIORITIES AND ACTIONS THROUGH TO COMPLETION, WE ARE PLEASED TO PROVIDE A HIGHLIGHT REVIEW OF SPECIFIC TACTICS. WHILE IT IS OUR GOAL THAT ALL TACTICS IN THE 2021 2026 STRATEGIC PLAN WILL REACH THE COMPLETE PHASE BY THE END OF THE CURRENT SCHOOL YEAR, WE KNOW THAT SOME OF THE WORK MAY BE EXTENDED INTO THE NEXT STRATEGIC PLAN, WHICH IS CURRENTLY IN THE COMMUNITY ENGAGEMENT PHASE OF DEVELOPMENT. AS I SHARE WITH YOU SOME OF THE HIGHLIGHTS FROM THIS QUARTER, YOU WILL NOTICE A METER ON THE LEFT HAND SIDE OF THE SLIDES. FOR EACH STRATEGIC ACTION YOU CAN SEE IN THE METERS WHAT PERCENTAGE OF THE TACTICS HAVE PROGRESSED THROUGH EACH PHASE OF IMPLEMENTATION. QUARTER ONE STRATEGIC ACTION ONE PRIORITIZES ADVANCING LEARNING OPPORTUNITIES AND EXPERIENCES FOR ALL STUDENTS, INCLUDING MORE OPPORTUNITIES FOR STUDENTS TO ACCESS ADVANCED COURSEWORK, MORE ACCESS TO STEM, AND MORE ACCESS TO FINE ARTS. THE EXCEPTIONAL STUDENT EDUCATION DEPARTMENT HAS IMPLEMENTED AN EVIDENCE BASED BLENDED LEARNING CURRICULUM THAT ADDRESSES FUNCTIONAL SKILLS AND FOUNDATIONAL ACADEMICS, WHILE ALSO PROVIDING TEACHERS WITH AUTOMATED DATA COLLECTION. PLANNING FOR THE STEM HIGH SCHOOLS. IS STEM HIGH SCHOOL IS PROGRESSING WITH CURRICULUM DEVELOPMENT AND PUBLIC OUTREACH TO INCLUDE STUDENT INTEREST FORMS AND PARENT PARENT LETTERS. IN ALIGNMENT WITH THIS BOARD'S GRADUATION POLICY, A METHOD FOR STUDENTS TO DOCUMENT THEIR COMMUNITY SERVICE HOURS, AND INFINITE CAMPUS IS BEING DESIGNED WITH A PROCESS FOR COUNSELORS TO VERIFY STUDENT SERVICE HOURS WITHIN THE AREAS OF CIVIC, COMMUNITY BASED, AND SCHOOL BASED. ADDITIONALLY, THE ADVISEMENT GUIDES HAVE BEEN UPDATED TO INCLUDE THE COMMUNITY SERVICE REQUIREMENT BEFORE AND AFTER SCHOOL. ENRICHMENT NOW OFFERS ROBOTICS PROGRAMING AT 15 ELEMENTARY SCHOOLS IN STEM. PROGRAMING IS AVAILABLE AT ALL 29 ELEMENTARY SCHOOLS. ALL MIDDLE SCHOOLS NOW OFFER ORCHESTRA PROGRAMING AND THREE ADDITIONAL HIGH SCHOOLS ADDED ORCHESTRA. THIS YEAR, ALL 29 ELEMENTARY SCHOOLS NOW OFFER SPANISH PROGRAMS. STUDENTS ARE PARTICIPATING IN STUDENTS WHO

ARE PARTICIPATING IN TOMORROW'S HEALTHCARE TODAY, COMPLETED THEIR SUMMER INTERNSHIPS, AND WE'RE EXPANDING CAREER CONNECTED LEARNING EVENTS THROUGH COMMUNITY AND INDUSTRY PARTNERSHIPS TO PROVIDE MORE APPRENTICESHIPS, INTERNSHIPS AND CAREER LEARNING OPPORTUNITIES FOR OUR STUDENTS. STRATEGIC ACTION TWO ENSURES THAT WE ADVANCING EFFECTIVE SCHOOL LEADERSHIP AND CLASSROOM INSTRUCTION. IN ORDER TO DO SO, WE MUST PROVIDE CLEAR FRAMEWORKS AND CONDITIONS TO RECRUIT AND RETAIN THE BEST TEACHERS, LEADERS AND SUPPORT STAFF FOR OUR STUDENTS. EMPLOYEE RETENTION IS A FOCUS WITH THE ESTABLISHMENT OF COMPENSATION GUIDELINES FOR CLASSIFIED EMPLOYEES AND TRANSPARENCY OF EMPLOYEE BENEFITS PACKAGES TO ENSURE WE REMAIN COMPETITIVE WITH OTHER DISTRICTS. WE'VE ALSO CONTINUED OUR PARTNERSHIPS WITH UNIVERSITIES TO PLACE OVER 85 STUDENTS AND COLLEGE EDUCATION PROGRAMS WITH CLASSROOM STUDENT TEACHING EXPERIENCES, AND WE'LL CONTINUE OUR EFFORTS TO SUPPORT PARAPROFESSIONALS INTERESTED IN BECOMING TEACHERS BY PROVIDING INFORMATION SESSIONS AT PARA FEST AND OVER $30,000 IN FUNDING FROM THE PARENT TEACHER GRANT TO TEACHERS WHO BEGAN AS PARAPROFESSIONALS IN THE DISTRICT, RECRUITMENT EFFORTS ARE ALSO IN FULL SWING THROUGH OUR PARTICIPATION IN COLLEGE FAIRS AT COLLEGES AND UNIVERSITIES, AND COLLEGE AND CAREER DAYS AT OUR HIGH SCHOOLS. STRATEGIC ACTION THREE FOCUSES OUR EFFORTS ON ADVANCING CONNECTIVITY AND ENGAGEMENT AMONG OUR STUDENTS, EMPLOYEES, FAMILIES, AND COMMUNITY PARTNERS. WE HAVE SUPPORTED MENTORING OPPORTUNITIES TO THE DEVELOPMENT OF SYSTEMS AND PROCEDURES FOR RECRUITING, ONBOARDING, AND EVALUATING MENTORS AND VOLUNTEERS, INCLUDING ORGANIZATIONAL TOOLS, TRAINING MODULES, AND A FOCUS ON MENTORS TO SUPPORT THIS BOARD'S FOCUS ON LITERACY. THE HENRY COUNTY PUBLIC SCHOOLS FOUNDATION HELD A STRATEGIC PLANNING RETREAT AND AWARDED $16,000 IN MINI GRANTS TO HENRY COUNTY TEACHERS AND STAFF TO SUPPORT INNOVATIVE INITIATIVES. WE'VE ALSO CONTINUED OUR EFFORTS TO PROVIDE COMMUNICATIONS IN MULTIPLE LANGUAGES FOR OUR DIVERSE COMMUNITY, AND OUR ADULT EDUCATION SERVICES NOW INCLUDE THE DEVELOPMENT OF TRAINING THAT TARGETS SOFT SKILLS SUCH AS COMMUNICATION AND WORKPLACE READINESS, RESUME BUILDING, AND JOB INTERVIEW SKILLS. ADVANCING STUDENT AND EMPLOYEE HEALTH AND WELLNESS TO THE DEVELOPMENT AND IMPLEMENTATION OF TARGETED SUPPORT STRUCTURES LEADS US TO STRATEGIC ACTION FOR ONGOING PROFESSIONAL DEVELOPMENT FOR SCHOOL COUNSELORS IS IN IMPLEMENTATION, WITH THE FOCUS ON THE NATIONAL MODEL AND UTILIZATION OF MULTIPLE AND FREQUENT COMMUNICATIONS WITH FAMILIES REGARDING ADVISEMENT AND PLANNING, THE ORIENTATION FOR NEW EMPLOYEES EVENT PROVIDED AN OPPORTUNITY FOR NEW STAFF MEMBERS TO LEARN ABOUT AVAILABLE BENEFITS, INCLUDING RETIREMENT PLANNING AND FINANCIAL LITERACY, AND OUR INTERNAL CHECK IN QUESTIONS HAVE BEEN ALIGNED TO THE GEORGIA SCHOOL CLIMATE SURVEY TO MONITOR STUDENT PERCEPTIONS AND WELLNESS, WITH CARES TEAMS, DEVELOPING PLANS OF SUPPORT WHEN APPROPRIATE. AND SO I HEAR THAT CHALLENGE THAT YOU'RE, YOU KNOW, THAT YOU'VE GIVEN TO US AS AN ORGANIZATION. AND IT WASN'T JUST THIS YEAR. IT HAS COME FROM THIS BOARD MULTIPLE YEARS AROUND FOCUS GET NARROW.
